About the Agency

A coordinating agency for a state in recovery

BOACSDHR was established in 2019 by H.E. ENGR. Prof. Babagana Umara Zulum, the Executive Governor of Borno State, to harmonize and coordinate government and humanitarian/development partners' activities in line with the state's recovery, stabilization, and development plans.

The Agency formulates policies, guidelines, and programmes that enhance efficiency and streamline the activities of humanitarian and development partners — including INGOs, NNGOs, CSOs, CBOs, and UN agencies — operating in Borno State. It serves as the clearing house for all partner information and ensures alignment with the Borno State Development Plan (BoSDP) 2020–2045.
